When you would use this

Cropping is the cheapest improvement available to almost any photograph. A site picture with half a car park in it becomes a picture of the building. A portrait shot too wide becomes a headshot. Nothing is added; things are removed until what is left is the subject.

Cropping costs nothing in quality. The pixels you keep are exactly the pixels you had — nothing is rescaled or reinterpreted, unlike resizing or compressing. The file gets smaller because there is less of it, not because anything was thrown away from what remains. That makes it the safest edit here, and the one to do first.

The fixed shapes exist because platforms demand them. A profile picture that must be square will be cropped to square by somebody — either by you, deliberately, or by the platform, through the middle of your subject. Locking the ratio here means you choose what survives. 16:9 for a slide or a video thumbnail, 4:3 or 3:2 for print, 1:1 for almost every avatar.

If you need an exact pixel size as well as a shape, crop first and then resize. Doing it in that order preserves the composition you chose; doing it the other way round means resizing to numbers that do not match the shape and squashing the picture to fit.

One thing worth knowing about photographs of people and documents: cropping removes what is visible, not what is recorded. Location and camera details live in the file's metadata and survive a crop. If a picture is going somewhere public and where it was taken is sensitive, that needs handling separately.
